To ensure safe navigation of the ship , this paper built a new type of Internetbased marine environment information system based on the mature technologies of PDA，GIS，3G and others currently available. Google Map API has the properties of opening, low cost and ease of use. Relying on the 3G network, it then is imported into Android platform of marine PDA. By using WIFI technology , AIS information can realize shortrange wireless communication, as well as plan routes, light floating, land bank and AIS information overlay display in the satellite image, which realize the information query and text and voice communication. Voice navigation is realized by using the technique of TTS. The proposed system has distinctive characteristics of convenient to carry, the ease of communication, shore scene recognition and voice navigation, etc.
