Resources allocation optimization of oil spill rescue in the Bohai sea area based on genetic algorithm

Abstract

In order to solve the problems of oil spill rescue resources’ lack and unreasonable distribution in the Bohai sea area, taking China Offshore Environmental Service Ltd. (COES) as an example, the oil spill risk distribution, the construction and the planning of oil spill rescue were analyzed. Aiming at the greatest profit from oil spill rescue service, the objective function of the corresponding relationship between the oil spill batches and the rescue base was established and solved by using genetic algorithm. According to above result, the optimized allocation scheme of oil spill rescue resources allocation among all aid points was acquired. Results show that the optimization method can be specific to the issue of allocating limited resources among all bases,which is highly applicable in practice.
