摘要

为推动船队规划决策支持系统(FPDSS)的开发和应用,对现已开发的系统进行分析,指出存在的问题,提出改进方向.通过考虑租船方式及改进优化算法,建立以船队总支出费用最小为目标函数的航线配船与船队规划新模型,并进一步对系统功能及已知数据处理方式提出改进方案.按该改进方向对系统进行改进,将使系统实现多种类型的船队规划决策.同时,能够求解出整数的购造新船和租船数量,以便更加准确处理已知数据,对以往优化结果的查询更加方便,可以更好地为航运业提供船队规划决策支持.

Abstract

The existing fleet planning decision supporting system(FPDSS) was analyzed, its defects were pointed out, and improvement directions were put forward to drive the development and application of it. By taking into account chartering boats and improving the previous mathematical model used for optimal calculation, a new model of ship routing and fleet planning, which took minimum total cost as its objective function, was developed. Furthermore, improvement schemes of the system’s function and the way of given data processing were given out. By improving the system according to the given improvement directions, the improved system might adjust to multitype fleet planning decision. In the meantime, it might give out the number of purchasing new ships and chartering ships in integer, moreover, the given data processing might be more accurate, and inquiry of previous optimization results might be more convenient, which provide better fleet planning decision support for shipping industry.
