为降低主观因素在船舶进出港操纵评估中对评估结果的影响，首先分析国际海事组织以及海事局关于评估标准的相关规定，结合船舶操纵理论，建立评价指标体系；其次，利用专家评估法获得具体评价指标的权重及标准值，应用隶属函数评估法建立评估模型；最后，设计系统的整体架构，并利用C++程序设计语言开发船舶进出港操纵自动评估系统。该系统已经在船舶操纵模拟器中进行初步测试，效果比较理想。

In order to reduce the impact of subjective factors on the evaluation results in the maneuver  assessment of entering or leaving port, Firstly, analyzed the relevant provisions on the evaluation criteria of the International Maritime Organization and Maritime Safety Administration, then , combining with the theory of ship maneuvering, established the evaluation index system; Secondly, to obtain the weight and standard value of each evaluation index by using expert evaluation method, established evaluation model by using membership function evaluation method; Finally, designed the overall structure of the system, and developed the automatic evaluation system of the maneuver of entering or leaving port with the C++ programming language. This system has been preliminary tested in the ship handling simulator, and obtains the ideal result.
