摘要
为了便于舰船指挥人员在保证舰船在海上的航行安全,直观、及时地了解海上当前和未来的天气情况,本文提出一种动态水文气象环境信息显示系统。使用气象、海洋预报服务部门提供的相关信息,在电脑上动态显示舰船24h和48h所能达到海区的各种水文气象要素信息,根据对所关心舰船在不同水文气象条件下航行安全性的统计,并使用风险分析理论和技术,可对所关心舰船2天内可能到达目标海区航线的安全性客观、定量地对舰船航线安全性进行评价仿真,可为指挥人员选择最为适当的舰船出航,提供科学决策的重要依据。
Abstract
A dynamic indication system based on meteorological and hydrologic information is presented in the paper, which can help the naval ships commanders know weather and sea conditions at present time and in the future visually, and the safe navigation can be obtained. Using the information from weather and ocean forecasting organizations to show meteorological and hydrologic information in the sea area where the ship can reach in 24h and 48h, the commanders can know the weather and sea conditions in 2 days. According to the navigation safety statistics of different ships under different conditions, safety assessment on the courses to target sea area within 2 days of concerned ships can be made based on the theory and technique of risk analysis. The result of actual simulation shows that this system can be used to make safety assessment for ships’ courses objectively and quantitatively, and present safety index of the course, and provides important basis of scientific decision making for commanders to choose most suitable ship and course to perform the mission.
