摘要
版权侵权和数据盗版是数字时代的普遍问题,为了避免非官方授权的海图数据的分发和使用,确保数据来源的权威性和完整性,IHO提出了S63数据保护方案。该方案使用数字签名和验证算法确保海图数据来源的权威性,通过加密算法提高了海图数据的保密性从而避免了海图数据的非限制性传播,通过安全散列算法确保海图文件的完整性。文章介绍了基于S63标准的电子海图数据保护方案的策略结构和工作流程,分析了数据保护方案采用的算法及其安全性,并给出了各个算法的数值示例,讨论了数据保护方案在电子海图系统中的应用,完整的将S63格式的海图数据转换为S57格式并在海图软件中打开。通过实例表明,文章提出的方法是切实有效的。
Abstract
Copyright infringement and data piracy are pervasive problems of the digital era. In order to avoid unofficial distribution of nautical information and ensure the authority and integrity of data, the International Hydrographic Organization issued S-63 Data Protection Scheme. This scheme makes sure the authority of data via digital signature and authentication algorithm, and improves confidentiality of data via encryption algorithm, and guarantees the integrity of data via secure hash algorithm. This paper gives a detailed description of framework and workflow of S63 data protection scheme, and analyzes the algorithms that used in S63 and its security. The key parameters of the algorithms are specified. Afterwards, this paper discusses the implementation of S-63 in ECDIS; transform S63 data into S57 data. Application results show that the method is suitable and efficient.
